Conclusion
In the previous section we made the following observations: 
Observation 1	If ssb-TimeOffset is given a value that is not a multiple of a half-frame (5 ms), an SSB might end up in a sub-frame that is not allowed or does not match the SSB index, as specified in clause 4.1 of TS 38.213.
Observation 2	If ssb-TimeOffset is given a value that is not a multiple of a half-frame (5 ms), the MIB content might change within an SSB burst set, which is not allowed according to TS 38.331.
 
Based on the discussion we propose the following:
Proposal 1	Answer to RAN4 question 1: Configuring ssb-TimeOffset with values other than multiple of a half-frame (5 ms) may place the SSB in temporal positions not supported in the current specification (TS 38.213). Functional changes to RAN1 specifications should be avoided considering that Rel-18 is in maintenance phase since 1.5 years.
Proposal 2	Answer to RAN4 question 2: If ssb-TimeOffset has a value that is a multiple of a half-frame (5 ms), the half-frame indication and SFN indication bits can be configured according to the current specification (TS 38.213). Otherwise, it is currently unspecified how the half-frame indication and SFN indication bits would be configured.
Proposal 3	RAN1 to conclude that functional changes in Rel-18 RAN1 specifications to support soft satellite switch with resync should be avoided.
Proposal 4	RAN1 should study the use of time-shifted (CD-)SSB with a ssb-TimeShift granularity of 5 ms to confirm that it can be used for soft satellite switch with resync without RAN1 specification impact.

Proposal 1: RAN1 should capture the following method recommended by RAN4 into Clause 8.1 of TS 38.213-i60 to clarify UE behavior when the collision between a SSB and a valid RO associated with different cells happens.
If the collision is outside MG, RACH shall be prioritized over SSB.
If collision happens within MG, it is up to UE implementation.

CE, subject to UE capability, the maximum number of configured/activated should be L = 4
and the maximum number of beams M for each of the L cells should be M = 4. Consequently, the
maximum number of beam level measurement results that can be included in the MAC CE should be 16.

Conclusion
In this contribution, we discussed in details of the required DL timing reference to support two TA enhancement for asymmetric DL sTRP/ UL mTRP according to the LS from RAN4. Upon that, we have the following observation and proposals.
Observation 1: For the scenario that UE is not configured with PL offset in joint/UL TCI state(s) and UE may expect to receive SSB from UL TRP(s), it is corresponding to Rel-17 ICBM configured in asymmetric DL sTRP/UL mTRP deployment scenarios.
Proposal 1: Support that two downlink reference timings can be applied to two TAGs for the scenario that UE is not configured with PL offset in joint/UL TCI state(s) in asymmetric DL sTRP/UL mTRP deployment scenarios.
Each DL reference timing is associated with one TAG, i.e., the first DL reference timing is associated with the first TAG, and the second DL reference timing is associated with the second TAG.
Baseline assumption is that Rx timing difference between two DL reference timings is no larger than one CP length, while it is subject to UE optional to support the case of larger than one CP length.
Proposal 2: When two downlink reference timings are applied to two TAGs for the scenario that UE is not configured with PL offset in joint/UL TCI state(s) in asymmetric DL sTRP/UL mTRP deployment scenarios, support to reuse the 1-bit “PRACH association indicator” field in DCI format 1_0 to indicate that:
If the 1-bit “PRACH association indicator” field in DCI format 1_0 is 0, the first DL reference timing is applied for PRACH transmission towards to serving cell PCI. 
If the 1-bit “PRACH association indicator” field in DCI format 1_0 is 1, the second DL reference timing is applied for PRACH transmission towards to activated additional cell PCI.

Proposal 1: For Rel-19 event-triggered measurement report, the number of reported cells can be {1,2,3,4} configured by RRC parameter, and the number of reported beams per cell can be {1,2,3,4} configured by RRC parameter.
Proposal 2: If SSB/CSI-RS from serving cell are configured in the LTM resources for channel measurement, whether the reported cell includes serving cell depends on UE implementation.
Proposal 3: The measurement result of current beam for event evaluation is included in the measurement report, the reported current beam is not counted in the maximum N reported cells and M reported beams per cell, the maximum number of reported beams is (N*M+1).
Proposal 4: UE does not need to report the corresponding SSBRI/CRI in the beam report.

Conclusion
In this contribution we have discussed the LS from RAN1 on soft satellite swith with re-sync and we have reached the following observations and proposals:
Observation 1: From UE point of view, a frame will always be having a duration of 10 ms, and there is no possibility from RAN1 to change this.
Observation 2: The parameter “ssb-TimeOffset” cannot offset the location of the SSB in the frame, according to TS38.213. 
Observation 3: The terms ssb-TimeOffset, t-ServiceStart and t-Service are neither defined nor mentioned in current RAN1 Rel-18 specifications.
Proposal 1: Provide a response for question 1 to RAN4 and RAN2 that since the parameter ssb-TimeOffset is not defined in RAN1 specifications, there are no procedures to shift or adjust the timing of the SSBs.
Proposal 2: Provide a response for question 2 to RAN4 and RAN2 that since the parameter ssb-TimeOffset, t-ServiceStart and t-Service are not defined in RAN1 specifications there is no special handling of the SFN indication bits during this time period.

Based on the discussion in the previous sections we propose the following:
Proposal 1	For event triggered LTM measurement reports, support UE to include measurement results for up to 4 beams per cell, for up to 4 cells.

If the higher layer parameter timeRestrictionForChannelMeasurements in CSI-ReportConfig is set to "notConfigured", the UE shall compute L1-CLI-RSSI/L1-SRS-RSRP value reported in uplink slot n based on only the L1-CLI-RSSI/L1-SRS-RSRP measurement resource, no later than the CSI reference resource, (defined in TS 38.211[4]) associated with the CSI resource setting.
If the higher layer parameter timeRestrictionForChannelMeasurements in CSI-ReportConfig is set to "Configured", the UE shall compute L1-CLI-RSSI/L1-SRS-RSRP value reported in uplink slot n based on only the most recent, no later than the CSI reference resource, occasion of L1-CLI-RSSI/L1-SRS-RSRP measurement resource associated with the CSI resource setting.

Conclusions
In this contribution, we have provided the following observations and proposals:
Observation 1: The entry/exit condition for LP-WUS monitoring in idle/inactive mode and UE specific signal allow network to control the actual coverage of LP-WUS irrespective of the targeted coverage.
Proposal 1: RAN1 does not need to consider new SNR for LP-WUS and LP-SS design.
Proposal 2: RAN1 responds to RAN4 questions based on the following assumptions
Set 1 value for OOK based LP-WUR
Set 2 value for OFDM based LP-WUR
Proposal 3: Answers to RAN4 questions:
Chip rate of OOK sequences
Answer: For SCS 30kHz, the OOK chip rate is 28k, 56k and 112k OOK chips/sec for M=1, 2, and 4 respectively. For the other SCS values, the OOK chip rate can be scaled accordingly.
Length of information bits of OOK sequences
Answer: For the OOK LP-WUS for Set 1 assumption, evaluations in TDL-C channels shows that to achieve 1% FAR and 1% MDR at SNR = -3dB
For SCS 30kHz, 16 OFDM symbols are needed if the network transmits a OOK sequence to indicate the UE to wake up the main radio (MR) for PDCCH monitoring and transmits nothing if the network does not indicate the UE to wake up the MR for PDCCH monitoring. This corresponds to 8, 16 and 32 bits for M=1, 2 and 4, respectively.
For SCS 30kHz and a single codepoint is associated with the LP-WUS MO, 2 OFDM symbols are needed if the network transmits a first OOK sequence to indicate the UE to wake up the MR for PDCCH monitoring and transmits a second sequence which is orthogonal to the first sequence to indicate the UE to not wake up the MR for PDCCH monitoring. This corresponds to 1, 2 and 4 bits for M=1, 2 and 4, respectively.
Coding
Answer: LP-WUS information carried by OOK is based on, for more than 2 information bits: RM coding as in section 5.3.3.3 of 38.212, for 2 information bits: coding as in section 5.3.3.2 of 38.212, and for 1 information bit: repetition as in section 5.3.3.1 of 38.212. For LP-WUS information carried by OOK, coding is not supported.
Whether CRC will be configured
Answer: CRC is not supported for LP-WUS.

Proposal 1	For lowband-lowband CA via switching, a UE is semi-statically configured with switching pattern defined by a bitmap of length L, where each bit corresponds to a slot at 15 kHz SCS. The first bit of the bitmap corresponds to the first slot of the first radio frame (SFN 0). The pattern is assumed to be periodic with periodicity of L slots.
Proposal 2	For lowband-lowband CA via switching, the length of the bitmap for configuring the switching pattern is at least L = 40 slots @15 kHz SCS (4 radio frames).
