Conclusion
In this contribution, we have the following observations/proposals:
Proposal 1: Support a single FG for on-demand SSB SCell indication/deactivation.
Proposal 2: Split MAC CE indication/deactivation and RRC indication/deactivation in separate FGs.
Proposal 3: Support the description of Component 3 in UE feature for the on-demand SIB1 (61-5), i.e., ‘3. Reception of SIB1 in a window at least upon SIB1 request’
Proposal 4: UE feature for on-demand SIB1 is optional without capability signaling.
Proposal 5: Add ‘DCI-based indication for SSB burst periodicity’ in the component of UE features for SSB adaptation in time domain.
Proposal 6: Support a single UE feature group for PRACH adaptation in time domain for both UEs in idle/inactive mode and UEs in connected mode.
Proposal 7: UE feature for adaptation of RACH in time domain is optional without capability signaling.

Conclusion

Conclusions
In this contribution we investigate the definition of the FGs associated with NES WID and propose the following solutions.
Proposal 1: In the FG 61-2 and FG 61-4 rows remove temporary text marked by yellow highlight related to “[for same center frequency]”
Proposal 2: Merge FG 61-3 to FG 61-1, and FG 61-4 to FG 61-2.
Proposal 3: For on-demand SSB FG, approve the text “[indication/deactivation]”.
Proposal 4: Merge all FG 61-x related to on-demand SSB FG in a single FG 61-1. Adopt the proposed FG 61-1.
Proposal 5: For on-demand SIB1 FG adopt provisional text [for idle/inactive UEs].
Proposal 6: For on-demand SIB1 FG adopt the proposed FG 61-5.
Proposal 7: Add Group common DCI signalling using DCI format 2_9 to the components of FG SSB burst periodicity adaptation for SCell operation.
Proposal 8: Add DCI 1_0 with C-RNTI and DCI 1_0 with P-RNTI as components of FG Adaptation of RACH in time domain based on additional RACH resources.
Proposal 9: Consider splitting FG Adaptation of RACH in time domain based on additional RACH resources in two FGs, where the first FG does not support the optional mask and is pre-requisite for the second FG.

Conclusions
In this contribution, we provided our views on UE features for Rel-19 NES. We have the following observation and proposals:
On-demand SSB
Observation 1: Whether or not the UE can measure the OD-SSB at a center frequency different from that of the always-on SSB should be introduced as separate UE capability.
Proposal 1: For FG 61-1 and 61-3:
Merge FG 61-3 with FG 61-1.
The type of granularity should be Per Band.
Proposal 2: For FG 61-2 and 61-4:
Merge FG 61-4 with FG 61-2.
The original index of UE feature group 61-2 is changed to 61-2-1 for the UE capability of whether or not the UE can measure the OD-SSB at a center frequency same as that of the always-on SSB.
For the sake of clear description, the text "[for same center frequency]" in the name of original feature group 61-2 has been changed to "for the on-demand SSB at a center frequency same as that of the always-on SSB".
For these feature groups, the type of granularity should be Per Band.
Proposal 3: A new separate UE feature group whose index is 61-2-2 should be introduced for the UE capability of whether or not the UE can measure the OD-SSB at a center frequency different from that of the always-on SSB.
On-demand SIB1
Proposal 4: Adopt the following for FG 61-5:
For component 1, support reception of RACH configuration associated with SIB1 request for a cell.
For component 3, support reception of SIB1 in a window at least upon SIB1 request.
The type of granularity should be Per UE.
Adaptation of common signal/channel transmissions
Proposal 5: Adopt the following for FG 61-6:
Introduce component 1: DCI format 2_9 for switching the SSB burst periodicity for SCell.
Introduce component 2: Support to be configure with [X] additional SSB burst periodicity for the SCell.
For this feature group, the type of granularity should be Per Band.
Proposal 6: Adopt the following for FG 61-7:
Support of adaptation of RACH in time domain based on additional RACH resources in idle/inactive/connected mode.
No need to introduce separate row for connected mode.
The type of granularity should be Per UE.

Conclusion
In this contribution we have updated some of the endorsed UE features and proposed new UE features related to the enhancements of network energy savings for NR. The following are our proposals:
Proposal 1: Clarify for FGs 61-1 to 61-4 whether these features are for intra-band, inter-band, or both.
Proposal 2: Add a component to FG 61-3 and FG 61-4 for maximum configured number of cells with OD-SSB.
Proposal 3: Add a component to FG 61-1 and FG 61-2 to indicate the maximum number of OD-SSB configurations/periodicity values by the RRC.
Proposal 4: Clarify in FG 61-5 that the transmission of the PRACH is on the NES cell to request SIB1.
Proposal 5: Add a new UE feature (61-X) for the adaptation of SSB periodicity with the following components:
Support of adaptation of SSB periodicity in RRC_CONNECTED state for PCell.
Support for the maximum number of SSB periodicities for SSB periodicity adaptation.
Support DCI based signalling for adaption of SSB periodicity.

Conclusion
According to the above discussions, we have the following proposals:
Proposal 1: For case #2, two separate UE capabilities can be introduced for RRC based signalling and MAC CE based signalling individually to support the case where the frequency location of on-demand SSB is different from the frequency location of always-on SSB if always-on SSB is CD-SSB on a synchronization raster.
Proposal 2: For on-demand SSB SCell operation, add directMCG-SCellActivation-r16 or directSCG-SCellActivation-r16 as the Prerequisite FGs for the UE capability of RRC based signalling to indicate on-demand SSB transmission.
Proposal 3: Set the reporting type for on-demand SSB SCell operation as per band.
Proposal 4: Do not merge the UE capability of MAC CE based signalling with RRC based signalling.
Proposal 5: Update UE features as in Table 1 for on-demand SSB SCell operation in Rel-19 NES.
Proposal 6: FG 61-5 is extended to the UEs in RRC_CONNECTED mode, and the reporting type is per UE.
Proposal 7: Update UE features as in Table 2 for on-demand SIB1.
Proposal 8: For adaptation of SSB in time-domain, set the reporting type as per band.
Proposal 9: Update UE features as in Table 3 for adaptation of SSB in time-domain in Rel-19 NES.
Proposal 10: For adaptation of PRACH in time-domain, the reporting type is per UE and there is a need to differentiate between FR1 and FR2.
Proposal 11: Update UE features as in Table 4 for adaptation of PRACH in time-domain in Rel-19 NES.

Conclusion
In this contribution, we provide our views UE feature groups for NES enhancements. We have the following observation and proposals:
Observation 1: For FG related to on-demand SSB, at least the following scenario and case should be captured as component:
Scenario #2 and Case #1
Scenario #2 and Case #2
Scenario #2A and Case #1
Scenario #2A and Case #2
Observation 2: The periodicity of on demand SSB is selected from values of {5 ms, 10 ms, 20 ms, 40 ms, 80 ms, 160 ms}.
If always on SSB is assumed, the periodicity of on-demand SSB is equal or smaller than that of always on SSB.
Observation 3: If always on SSB is assumed for on-demand SSB operation, the frequency location of always on SSB and additional SSB are same or different.
FFS time location between always on SSB and additional SSB.
Observation 4: For OD-SSB capable UE, it supports both RRC-based indication and MAC CE based indication for OD-SSB activation/deactivation.
For MAC CE based indication, it is applicable to scenario 2A and scenario 2. FFS other scenarios.
Observation 5: For OD-SSB capable UE, on-demand SSB is used for both L1 measurement and L3 measurement.
Observation 6: For an OD-SIB1 capable UE, it doesn’t need to report its capability to network.
Observation 7: Further study the motivation of defining UE capability related to OD-SIB1 for IDLE/INACTIVE UE.
Observation 8: For feature group related to SSB adaptation, the following component can be considered as starting point:
Periodicity of SSB is adapted according to gNB indication.
For PCell, SSB adaptation is not supported.
For SCell, adaptation for SSB that is not CD-SSB on or not on sync raster.
SSB adaptation is not supported for RRC IDLE/INACTIVE mode.
The frequency location is same before and after SSB adaptation.
There is no change to spatial relation (in terms of QCL assumption) for the same SSB index before and after SSB adaptation.
there is no change to actually transmitted SSBs within a burst before and after SSB adaptation.
[SSB adaptation indication is carried by DCI format 1_0.]
Observation 9: For feature group related to PRACH adaptation, the following component can be considered as starting point:
Time domain resources of additional PRACH is adapted according to adaptation indication carried by DCI format 1_0 with P-RNTI.
The PRACH configuration index for the additional PRACH resources is same as or different from the PRACH configuration index for the legacy resources.
The same PRACH preamble format is used for the additional RACH resources and legacy PRACH resources.
SSB-RO mapping for the additional PRACH resources is separate from the SSB-RO mapping of the PRACH resources for legacy UEs.
Mapping SS/PBCH block indexes to valid additional PRACH occasions provided by semi-static signalling follows the legacy mapping order for preamble/time resource/frequency/PRACH slot indexes. This mapping is not impacted by time domain PRACH adaptation, which is applied to the following cases:
Case 1: no time-domain overlap between the additional PRACH resources for NES-capable UEs and the PRACH resources for legacy UEs.
Case 2: time-domain overlap but no overlap in frequency domain between the additional PRACH resources for NES-capable UEs and the PRACH resources for legacy UEs.
Case 3: additional PRACH resources for NES-capable UEs and legacy PRACH resources overlap neither in time nor frequency domains.

In this document, we provide further details for FGs that were agreed in RAN1#120. Furthermore, we propose new FGs for on-demand SSB Scell operation and new FG to support time-domain PRACH adaptation via DCI triggering PDCCH-ordered RACH.
On-demand SSB Scell operation
RAN1#120 made the following agreement for time-domain relationship between on-demand SSB and always-on SSB.
From our perspective, FGs 61-2 and 61-4 should be applicable to the case when the center frequency locations of always-on SSB and on-demand SSB are same and Alt Time-C1 in the agreement (The case that, during OD-SSB transmission, the union of AO-SSB transmission and OD-SSB transmission has a periodic time domain pattern is supported (the interval between SSB bursts is even and supported in legacy specification)). In addition, we propose to define new FG 61-2a and new FG 61-4a for indicating the support of Case 2 with time relations other than Alt Time-C1 (e.g., Alt Time-C2 or the case when the center frequency locations of always-on SSB and on-demand SSB are different).
Proposal 1: For on-demand SSB, adopt the following updates to FGs 61-1/2/3/4. Furthermore,
Introduce new FG 61-2a and FG 61-4a to indicate the support of Case #2 for the same center frequency and non-periodic time domain SSB pattern during OD-SSB transmission
Introduce new FG 61-2b and FG 61-4b to indicate the support of Case #2 for the different center frequencies
On-demand SIB1 for idle/inactive UEs
Proposal 2: For on-demand SIB1, adopt the following updates to FG 61-5
Adaptation of common channels/signals
RAN1#120 made the following agreement related to support a 1-bit field in DCI 1_0 with C-RNTI used to trigger PRACH (i.e. PDCCH order) to indicate whether the additional PRACH resource(s) is available for the triggered PRACH.
From our perspectives, FG 61-7 is to indicate support of adaptation of RACH in time domain based on additional RACH resources by DCI 1_0 with CRC scrambled by P-RNTI. Furthermore, we propose to introduce a new FG 61-8 on support of adaptation of RACH in time domain based on additional RACH resources for PDCCH ordered RACH in connected mode.
Proposal 3: For SSB burst periodicity adaptation, adopt the following updates to FG 61-6
Proposal 4: For PRACH adaptation in time domain,
Adopt the following updates to FG 61-7
Introduce a new FG 61-8 for support of PRACH adaptation with additional PRACH resource triggered by DCI 1_0 with CRC scrambled by C-RNTI
