Conclusions
In this contribution we provided our views on UE capability for Rel-19 LTM, and provide the following proposals:
Proposal 1: On L1 measurement for Rel-19 LTM, introduce three basic UE features:
Event triggered L1 measurement reporting
CSI-RS measurements for LTM procedures
CSI acquisition on candidate cell(s)

Proposal 2: For FG event triggered L1 measurement reporting, the following components are at least included:
Support of event triggered L1 measurement reporting based on one event instance
Support of Event LTM2/LTM3/LTM4/LTM5 based measurement and report 
Support of SSB and CSI-RS measurement for event triggered L1 measurement reporting

Proposal 3: For FG CSI-RS measurements for LTM procedures, the following components are at least included:
Support periodic CSI-RS for candidate cell L1-RSRP measurement for gNB scheduled reporting
Support peridic, semi-persistent and aperiodic reporting

Proposal 4: For FG CSI acquisition on candidate cell(s), the following components are at least included:
Support CSI reporting to the target cell after reception of LTM CSC MAC-CE
Support periodic CSI-RS measurement after reception of LTM CSC MAC-CE
Proposal 5: With the prerequisite of FG CSI-RS measurements for LTM procedures, a separate UE feature, semi-persistent CSI-RS measurements for LTM procedures, is introduced on gNB scheduled L1-RSRP reporting. The component at least includes:
Support Semi-persistent CSI-RS for candidate cell L1-RSRP measurement for gNB scheduled reporting
Proposal 6: With the prerequisite of FG CSI acquisition on candidate cell(s), a separate UE feature, CSI-RS measurement before LTM CSC MAC-CE, is introduced on CSI acquisition. The component at least includes:
Support CSI-RS measurement starts before reception of LTM CSC MAC CE
Proposal 7: Support conditional intra-CU LTM as a basic UE feature. 
Proposal 8: For FG conditional intra-CU LTM, the following components are at least included:
Support of conditional LTM based on one event instance.
Support of Event LTM3/LTM5 based conditional LTM execution condition.
Support SSB and CSI-RS measurement for intra-CU conditional LTM.
Support RACH based and RACH-less conditional intra-CU LTM

Conclusions
This contribution presents our views on Rel-19 UE features for LTM evolution. We had following proposals. 
Proposal 1: Add a new FG (FG X-1) for NW triggered intra-frequency L1-RSRP measurement based on periodic CSI-RS (s). FG45-1 should be prerequisite of FGX-1. The components and the corresponding value ranges of FG45-1 can be inherited.
Proposal 2: Add a new FG (FG X-2) for inclusion of current SpCell in the L1 measurement report based on CSI-RS (s).
Proposal 3: Add a new FG (FG X-3) to support the NW triggered intra-frequency L1- RSRP measurement and reporting based on semi-persistent CSI-RS(s). FGX-1 should be the prerequisite. 
Proposal 4: The following FGs could be added for Rel-19 LTM,
FG X-4: Support of intra-frequency CSI acquisition for LTM. 
FG X-5: Support of intra-frequency CSI acquisition before LTM CSC MAC CE for LTM, FGX-4 as prerequisite.

Proposal 5: For X-4, support the following components:
Support of intra-frequency CSI measurement based on periodic CSI-RS(s) of candidate cell(s) after LTM CSC MAC CE
Support of CSI reporting to target cell
The maximum number of candidate cell(s) UE can be configured to measure CSI

Proposal 6: For X-5, support the following components:
Support of intra-frequency CSI measurement based on periodic CSI-RS(s) of candidate cell(s) before LTM CSC MAC CE
Maximum number of candidate cell(s) on which UE can perform intra-frequency CSI acquisition before LTM CSC MAC CE
Proposal 7:  UE features of LTM event triggered reporting can be discussed in RAN2.

Conclusion
Proposal 1: Support the following UE features for Rel-19 CSI-RS based L1-RSRP measurement for LTM:
Supporting L1-RSRP measurement on CSI-RS resource of candidate cell is UE capability;
Supporting periodic reporting, semi-persistent reporting and aperiodic reporting are separate UE capability;
For L1-RSRP measurement, the UE capability includes the maximal number of CSI-RS resources per candidate cell, maximal number of candidate cells and maximal number of CSI-RS resources across all candidate cells;
For L1-RSRP measurement reporting, the UE capability shall include the maximal number of reported CRI of one candidate cell, the maximal number of reported candidate cell.

Proposal 2: Support the following UE features for Rel-19 target cell CSI acquisition:
Measure CSI of candidate cell before LTM Cell switch command is a separate UE capability;
The maximal number of candidate cells for CSI acquisition;

Proposal 3: For Rel-19 LTM event trigger L1 measurement reporting, support the following UE capability:
Support Event LTM 2 is UE capability;
Support Event LTM 3 is UE capability;
Support Event LTM 4 is UE capability;
Support Event LTM 5 is UE capability; 

Proposal 4: Supporting SSB based L1-RSRP measurement for LTM event triggered reporting is UE capability;

Proposal 5: Supporting CSI-RS based L1-RSRP measurement for LTM event triggered reporting is UE capability;
Proposal 6: For Rel-19 LTM event trigger L1 measurement reporting, support the following UE capability:
Maximal number of SSBs per candidate cell for L1-RSRP measurement;
Maximal number of CSI-RS per candidate cell for L1-RSRP measurement;
Maximal number of SSBs of all candidate cells for L1-RSRP measurement;
Maximal number of CSI-RS of all candidate cells for L1-RSRP measurement;
Maximal number of candidate cells for LTM event trigger reporting; 

Proposal 7: For Rel-19 LTM event trigger L1 measurement reporting, support the following UE capability:
Maximal number of L1-RSRP reports of one candidate cell in one beam report;
Maximal number of candidate cells reported in one beam report;
Maximal number of L1-RSRP reports of all candidate cell in one beam report;
