Conclusion
In the contribution, we provide our view on UE features for NTN for NR Phase 3, with the following proposals. The list of the detailed UE capabilities is provided in Annex.

Proposal 1: A UE capability of supporting 160ms periodicity of the half frames with SSB during initial access for NTN operation is introduced.
Proposal 2: A UE capability of supporting inter-slot repetition for Type-0 PDCCH CSS is introduced.
Proposal 3: A UE capability of supporting repetition for Type-0A/1/2 PDCCH CSS is introduced.
Proposal 4: A UE capability of supporting SIB1 PDSCH repetition is introduced.
Proposal 5: A UE capability of supporting Msg4 PDSCH repetition is introduced.
Proposal 6: A UE capability of handling collision between semi-statically configured DL reception and semi-statically configured UL transmission (collision case 3) for HD-FDD (e)RedCap UEs is introduced.
Proposal 7: A capability of handling collision between dynamically scheduled DL reception and dynamic scheduled UL transmission (collision case 4) for HD-FDD (e)RedCap UEs is introduced.
Proposal 8: A capability of supporting OCC length 2 for DFT-s-OFDM PUSCH with repetition Type A is introduced.
Proposal 9: A capability of supporting OCC length 4 for DFT-s-OFDM PUSCH with repetition Type A is introduced.

Conclusions
In this contribution, we mainly share our views on the feature groups introduced for Rel-19 NR NTN enhancement. The proposals are summarized as follows:

Proposal 1: The support of extended SSB periodicity can be introduced as new UE capability for NR NTN enhancement, which can be supported as a mandatory feature.

Proposal 2: The UE behavior in initial access needs to be clarified before discussing detailed conditions or components for UE capability of supporting extended SSB periodicity.

Proposal 3: For NR NTN enhancement, UE capabilities of supporting Type-0 PDCCH CSS repetition, PDCCH CSS (except Type-0, Type-3) repetition, PDSCH repetition for carrying SIB and PDSCH Msg4 repetition can be introduced as several new sub-feature groups. 

Proposal 4: Adopt the following FGs for Rel-19 HD-FDD (e)Redcap UE with NR NTN operating in FR1-NTN bands.

Proposal 5: Adopt the following FGs for NR NTN uplink capacity/throughput enhancement.

Conclusions
In this contribution, the following are proposed:
Proposal 1: The following UE capability is introduced as conditional mandatory without signalling in section 6 of TS 38.306:
It is mandatory to support the 160ms default SSB periodicity for initial cell selection if the UE supports NTN system level coverage enhancement.
Proposal 2: The UE features of R19 link level coverage enhancement should at least include the following feature groups as shown in Appendix:
FG xx-2: Repetition for PDCCH in Type0 CSS  and SIB1 PDSCH 
FG xx-3: Repetition for PDCCH in CSS sets except for Type0 CSS set and except for Type3 CSS set
FG xx-4: Msg4 PDSCH repetition
Proposal 3: The UE feature for supporting Rel-19 inter-slot OCC 2 with PUSCH repetition type A should be introduced, as FG xx-5 in Appendix. 
Proposal 4: The UE feature for supporting Rel-19 inter-slot OCC 4 with PUSCH repetition type A should be introduced under the prerequisite that UE supports inter-slot OCC 2, as FG xx-6 in Appendix. 
Proposal 5: The UE feature for supporting Rel-19 NR HD-FDD operation of (e)RedCap in FR1-NTN bands should be introduced as as FG xx-7 in Appendix under the prerequisite that UE supports FG 28-3.

Conclusion
Based on the discussion in the previous section we made the following observations:
Observation 1	According to the objectives in the WID, the SSB periodicity extension can only be applicable to UEs operating in non-terrestrial networks.
Observation 2	Based on the agreements reached until RAN1#120 for HD-FDD (e)RedCap for NTN, our preliminary view is creating two Feature Groups (FGs) for “Collision Case 3” (i.e., RRC-Connected and RRC-idle states) and one FG for “Collision Case 4” (RRC-Connected state):
Observation 3	For “UL capacity/throughput enhancement for NR-NTN”, it was agreed in RAN1#119 that there will be separate UE capabilities for OCC length 2 and OCC length 4, where UE capability for OCC length 2 is a prerequisite for UE capability for OCC length 4.
Observation 4	According to the objectives in the WID, the PUSCH OCC feature “may be applicable for UEs operating in terrestrial networks based on a common design”.
Observation 5	If the UE capabilities for the PUSCH OCC feature are defined “Per Band”, the feature support in each NTN and TN band can be indicated separately by the UE.


Based on the discussion in the previous sections we propose the following:
Proposal 1	RAN1 strives to keep the number of “UE feature groups” small for NR-NTN.
Proposal 2	RAN1 captures as initial step, the UE capabilities for NR-NTN downlink coverage enhancements as described in Table 1.
Proposal 3	RAN1 captures as initial step, the UE capabilities for “HD-FDD (e)RedCap for NR-NTN” as described in Table 2.
Proposal 4	The PUSCH OCC feature should be applicable both to NTN and TN depending on UE capability.
Proposal 5	RAN1 captures as initial step, the UE capabilities for PUSCH OCC as described in Table 3.
