As a summary, we have the observation below.
Observation 1:
The newly added RRC parameter for 3Tx operation is only applicable when SRS resource(s) are configured with 4 ports with usage as codebook or antenna switching.

Conclusions
The document discussed enhancememnts targeting codebook transmission to enable up to 3 Tx UL operation. Based on the observations, the proposals are presented as below.
Proposal 1: SRS ports and PUSCH ports are different atleast for 3Tx as there are only 3 physical antenna ports that are available for PUSCH and SRS resource of 4ports is used for 3Tx UE. So, we prefer not to use port 1003 in the PUSCH transmission paragraphs and propose below correction (in 38.211 section 6.3.1.5).


-	for transmissions using 3 antenna ports when 4portSRS_3TX is configured, the UE does not transmit on antenna port 1003 and  is given by Tables 6.5.1.5-48 to 6.3.1.5-50; 

Can be reframed as


-	for transmissions using 3 antenna ports when 4portSRS_3TX is configured, UE performs transmission on the antenna ports 1000, 1001, 1002 using the precoder  that is given by Tables 6.5.1.5-48 to 6.3.1.5-50;

Conclusion
In this contribution, we addressed the remaining details for the 3 Tx UL MIMO portion of the Rel-19 MIMO work item, and as well as potential future work. Specifically, we focused on finalizing the PTRS-DMRS association indication for non-codebook based transmission with two PTRS ports, defining the power split between PUSCH ports for 3 Tx transmission and clarifying UE behavior for SRS transmission in 3 Tx operation. Additionally, given the interest expressed in recent plenaries and the anticipation of new work items, we provided background for potential future UL MIMO enhancements.
This led to the following proposals for RAN1#120-bis on 3 Tx:
Proposal 1	Conclude that the agreed PTRS-DMRS association indication for non-codebook based PUSCH with two PTRS ports, applicable when up to three SRS resources are configured in an SRS resource set, shall also apply to the case where up to four SRS resources are configured in an SRS resource set, if the configuration of up to four SRS resources in an SRS resource set is agreed.
Proposal 2	Confirm the enhancement in the draft CR for TS 38.213 to enable scaling down of PUSCH power by a factor of 3 when [4portSRS_3Tx] is enabled.
Proposal 3	Confirm the following enhancement in Section 6.2.1 of TS 38.214 to clarify the UE behavior when [RRCparameter] is configured to disable port 1003, where [RRCparameter] is only configured for SRS resource set with usage ‘codebook’ and ‘antenna switching’:
The UE does not transmit SRS on antenna port 1003 if [RRCparameter] is configured in SRS resource set(s) with higher layer parameter usage set to ‘codebook’ or ‘antennaSwitching’.
Proposal 4	Include the following enhancement in Section 6.1.1.1 of TS 38.214 to clarify that the precoder is selected from the uplink codebook with the number of antenna ports equal to 3 when [RRCparameter] is configured:
The transmission precoder is selected from the uplink codebook that has a number of antenna ports equal to higher layer parameter nrofSRS-Ports or nrofSRS-Ports-n8 in SRS-Config, if [RRCparameter] is not configured, or 3 if [RRCparameter] is configured, as defined in Clause 6.3.1.5 of [4, TS 38.211].

Conclusion
As a summary, we have the following proposals on support for 3-antenna-port codebook-based transmissions:

Conclusion
In this contribution, we discussed RRC parameter for non-codebook-based 3-antenna-port transmission is discussed. Based on the discission, following proposal is made. 
Proposal 1: 
 New RRC parameter is used for enabling non-codebook-based 3-antenna-port transmission. 
The RRC parameter can be per SRS resource set. 
If the new RRC parameter is enabled, UE applies Rel-19 behavior for PTRS-DMRS association for non-codebook-based 3-antenna-port transmission, otherwise if the new RRC parameter is not enabled, UE applies Rel-18 behavior for PTRS-DMRS association.
