Conclusion According to the above discussions, we have the following observations and proposals: Proposal 1: At least Case 1, Case 2 and Case 3 are supported for Rel-19 multi-carrier enhancement. Proposal 2: Support co-scheduled cells with up to three SCSs being scheduled by DCI format 0_3/1_3 in Rel-19. Proposal 3: Support to increase the maximum number of rows in joint TDRA table for DCI format 1_3/0_3 in Rel-19 MCE. - the maximum number of rows can be set to 64 for TDRA-FieldIndexListDCI-1-3-r19. - the maximum number of rows can be set to 128 for TDRA-FieldIndexListDCI-0-3-r19. Proposal 4: TB processing over multiple slots (TBoMS) is not supported for Rel-19 DCI format 0_3. Proposal 5: Defer the discussion of PUCCH power control issue for Rel-19 MCE to maintenance phase, till that for Rel-18 MCE is resolved. |

Conclusion Proposal 1: Consider the case involving three different SCS can be scheduled by a DCI format 0_3/1_3 in Rel-19. Case 7: A DCI format 0_3/1_3 scheduling PUSCHs/PDSCHs on FR1 licensed FDD cell(s) with SCS1, TDD cell(s) with SCS2 and FR2-1 cell(s) with SCS3. SCS1, SCS2 and SCS3 can be same or different. Proposal 2: Type-1 HARQ-ACK codebook is supported for multi-cell scheduling with K1 extension for Rel-19 multi-cell scheduling. UE expects HARQ-ACK information for all co-scheduled PDSCHs by DCI format 1_3 can be mapped in the Type-1 HARQ-ACK codebook. Proposal 3: For multi-cell multi-PDSCH scheduling, if the active DL BWP change occurs on one scheduled cell and the HARQ-ACK information bits are included in the second sub-codebook of Type-2 codebook, the UE assumes incorrect decoding for transport blocks in each of the PDSCH receptions scheduled by the DCI format 1_3 on the scheduled cell. Proposal 4: RAN1 should clarify how to put the padding bits for multi-cell multi-PDSCH scheduling. Conclusion In this contribution we discuss the remaining details on R19 MC-enhancements phase 4 and make the following observations proposals: Proposal 1: Agree the following TP to TS 38.300 Sec. 10.11: Observation 1: Increased flexibility of up to 256 entries in TDRA-FieldIndexListDCI-0-3/1-3 is required for the gNB to jointly indicate the intended number of PDSCHs/PUSCHs and their time-domain location for a co-scheduled cell for multi-cell scheduling. Observation 2: The impact of up to 256 entries in TDRA-FieldIndexListDCI-0-3/1-3 to the DCI size seems negligible and is under gNB control by RRC configuration. The required UE memory of up to 256 entries is only a fraction (a small single digit percentage) compared to the underlying BWP specific multi-PDSCH/multi-PUSCH TDRA tables for DCI format 0_3/1_3. Proposal 2: Support up to 256 entries for TDRA-FieldIndexListDCI-0-3/1-3 to provide the required flexibility for the gNB to jointly indicate the intended number of PDSCHs/PUSCHs and their time-domain location for a co-scheduled cell for multi-cell scheduling. Conclusions This contribution considered the Rel-19 enhancements for multi-cell scheduling of PUSCHs/PDSCHs using DCI format 0_3/1_3 and provided the following proposals. Proposal 1: Update the field type of the ‘minimum scheduling offset indicator’ field from Type-1A to Type-1B. Proposal 2: To resolve the FFS on the range of RRC parameters TDRA-FieldIndexListDCI-1-3-r19 and TDRA-FieldIndexListDCI-0-3-r19: support increasing the number of multi-cell TDRA combinations, e.g., 64 for DL and 128 for UL, to ensure same flexibility as in Rel-18. Proposal 3: For the number of bits of NDI/RV fields in DCI format 0_3/1_3 with multi-PUSCH/PDSCH scheduling: the maximum number of schedulable PUSCHs/PDSCHs on the corresponding cell is determined by TDRA table for the active BWP of the cell. Proposal 4: For the application of FG 18-9 (type2-HARQ-ACK-Codebook) to Rel-19 multi-cell multi-PDSCH scheduling: The UE counts a serving cell a number times in the Type-2 HARQ-ACK pseudo-code, when the UE receives DCI formats 1_3 in the same PDCCH MO that schedule PDSCH receptions, with , and the serving cell is a serving cell with smallest cell index across the DCI formats; Adopt TP #1 in the Appendix for TS 38.213. Proposal 5: For determination of the number of HARQ-ACK bits for PUCCH power control, reuse the Rel-18 MCE formula with the following modifications: is the number of HARQ-ACK information bits per DCI format 1_3, as per draft CR for TS 38.213 [5, R1-2503173]; is based on the number of TB / PDSCH receptions when nrofHARQ-BundlingGroups is not configured, or the number of transport block groups (TBGs) or PDSCH reception groups when nrofHARQ-BundlingGroups is configured, along with legacy handling for overlap with UL symbols of the TDD UL/DL configuration; Adopt one of TP #2A or TP #2B in the Appendix for TS 38.213. Proposal 2: Whether repetition and/or TBoMS is supported for Rel.19 DCI format 0-3/1-3 should be clarified. Proposal 3: RAN1 should clarify that Rel.19 DCI format 0-3/1-3 supports repetition / TBoMS with the following behavior without any specification change. For cell(s) within the set of cells configured with multi-PxSCH scheduling table, multi-PxSCH scheduling is applied, in which there is not any repetition / TBoMS is possible. Observation 1: Rel-18 RAN1 specifications on DCI format 1_3/0_3 would be applicable to the case with different SCS/carrier type among co-scheduled cells. Proposal 1: TP below for TS38.300 should be endorsed for the removal of the restriction for the numerology between co-scheduled PDSCH(s)/PUSCH(s) to support different SCS/carrier type among co-scheduled cells. Proposal 2: Unless there is any technical issue, time domain HARQ-ACK bundling is supported for both types-1 and type-2 HARQ codebook in Rel-19 multi-cell multi-PDSCH scheduling. Proposal 3: For TDRA-FieldIndexListDCI-1(0)-3-r19, the maximum number of entries with up to 64 has sufficient flexibility and larger maximum size than 64 would not be necessary.
