In this contribution, the following are proposed:
Proposal 1: Include the following additional components into FG 60-1

Support of separate SRS configurations in SBFD symbols and non-SBFD symbols
Proposal 2: The support of UL transmission in one UL subband and DL reception in two non-contiguous DL subbands is defined as a separate FG including the following components
CSI processing timeline in SBFD symbols for the support of one contiguous CSI-RS resource allocation across two DL subbands
Maximum number of supported partial PRGs in SBFD symbols for the support of PDSCH reception across two DL subbands
Proposal 3: The support of UL transmissions or DL receptions across SBFD symbols and non-SBFD symbols (Configuration 2) is defined as a single FG separate from the basic FG.
Proposal 4: The support of RACH configuration Option 1 and Option 2 are defined as separate FGs, i.e., no default option.
Proposal 5: The support of Msg3 repetition in SBFD symbols is not defined as a separate FG.
Proposal 6: For both FG 60-7 and FG 60-7a, UE supports different UL resource muting for DG/Type 2 CG PUSCH and Type 1 CG PUSCH.
Proposal 7: The support of semi-persistent L1 L1-RSSI measurement resource and aperiodic reporting is defined as a separate UE capability.
Proposal 8: The table in Annex 1 is taken as the starting point for further UE feature discussion on Rel-19 SBFD.

Conclusion
In this section, our proposals on UE features for SBFD operation in Rel-19 are summarized.
Proposal 1: Support the following revision on the basic FG for SBFD operation.
Proposal 2: Support the following revision on FG 60-2.
Proposal 3: For FG 60-3 and FG 60-4, FG 60-3 is the prerequisite FG of FG 60-4, and down-select from the following two alternatives.
Regarding whether to add additional components, down-select from the following two alternatives.
Alt 1:
Add the following components in FG 60-3.
Support of reinterpretation of frequency offset of lowest RO
Support of separate power control parameters in additional-RO
Support of separate mapping of SSB and additional ROs, and separate determination of the association period and association pattern period.
Add the following components in FG 60-4.
Support of valid RO across SBFD and non-SBFD symbols
Alt 2: Keep FG 60-3 and FG 60-4 concise as it is. Neither add any additional components nor any additional separate FGs.
Note: If legacy FGs, e.g., Msg1 repetition, is reported together with FG 60-3/60-4, the conjunction of Msg1 repetition and SBFD is supported.
Proposal 4: For UL resource muting, support the following for FG 60-7 and 60-7a.
Support different UL muting patterns between DG/Type 2 CG PUSCH and Type 1 CG PUSCH
NOT to add FG 60-1 as the prerequisite
Reporting granularity: per band
Proposal 5: Support the following revisions on L1-based UE-UE measurement and reporting related FGs.

Proposal 13: For FG 60-7/60-7A, add the additional restriction that UL resource muting is not applied to a PUSCH which only carries a UCI payload but no data payload.

Conclusion
This contribution has discussed the remaining issues related to UE feature on SBFD. The following are our proposals:
Proposal 1. Update 60-1 basic FG to include power control, PUCCH resource, and to limit 60-1 to one DL subband.
Proposal 2. Support of PDSCH reception in two non-contiguous DL subbands should be a separate FG, as in table in Annex A.
Proposal 3. Support to introduce a new FG for rate matching of PDSCH reception within DL subband(s) in SBFD symbols, as in the table in Annex A.
Proposal 4. Update 60-3 and 60-4 random access features to include CFRA initiated by PDCCH order and introduce new features, as in table in Annex A.
Proposal 5. Adopt Alt 1 for SBFD random access.
Proposal 6. Update 60-9a to include PRS as a DL signals/channels.

Conclusion
In this contribution, we discussed remaining issues on UE features for SBFD operation, with the following proposals.
Proposal 1: For FG 60-1, include two DL subband support for PDSCH in component 2. CSI-RS reception across two DL subband is defined as a separate FG.
Proposal 2: For FG 60-1, agree the following two notes as in the previous agreement:
Note: Only UL transmissions are allowed within UL subband and only DL receptions (except for CLI measurement) are allowed within DL subband(s)
Note: The maximum number of UL subbands for SBFD operation in an SBFD symbol within a TDD carrier is one.
Proposal 3: For FG 60-1, include the following components:
Support of separate UL power control parameters based on unified TCI framework in SBFD symbols and non-SBFD symbols
Support of separate SRS resource set configuration in SBFD symbols and non-SBFD symbols
Proposal 4: Support of UL transmission across SBFD symbols and non-SBFD symbols (Configuration 2) is defined as a separate FG from FG 60-2.
Adopt “Per band” type for the separate FG.
Proposal 5: Adopt “Per band” type for FG 60-2.
Proposal 6: The following UE features are proposed for SBFD random access operation.

Conclusion
This contribution concludes with following proposals:
Proposal 1: The component 2 of FG 60-1 contains the support of two DL subbands
Proposal 2: FG 60-1 contains the component 7 for Support of separate UL power control parameters based on unified TCI framework in SBFD symbols and non-SBFD symbols.
Proposal 3: FG 60-1 contains the component 9 for Support of separate SRS resource set configuration in SBFD symbols and non-SBFD symbols.
Proposal 4: Split FG 60-2 into two FG’s, one or DL reception and another for UL transmission.
Both split FGs have FG 60-1 as the prerequisite.
Proposal 5: Treat SBFD random access Option 1 as the default, i.e., FG 60-4 takes {60-1,60-3} as prerequisite.
Proposal 6: Both FG 60-7 and FG 60-7a only support one common pattern of UL muting for DG/Type 2 CG PUSCH and Type 1 CG PUSCH.
Proposal 7: FG 60-8 is split into two FG3, one for periodic reporting on PUCCH, another for aperiodic reporting on PUSCH.
Proposal 8: FG 60-9 component 1 contains both periodic and aperiodic SRS-RSRP measurement resources.

Conclusion
In this contribution, we discussed UE features for Rel-19 duplex evolution enhancements. We have following proposals:
Proposal 1: For support of separate UL configurations for SBFD and non-SBFD symbols:
Separate UL power control parameters in SBFD symbols and non-SBFD symbols are supported if UE reports support of both FG 23-1-1 (unified TCI framework) and FG 60-1.
“Support of separate SRS resource set configuration in SBFD symbols and non-SBFD symbols” should be part of FG 60-1.
Proposal 2: “Support of DL reception in two non-contiguous DL subbands” should be part of FG 60-1 at least for PDSCH.
Maximum number of supported partial PRGs in SBFD symbols should be reported as part of FG 60-1.
Candidate values: {2, 4}
Proposal 3: “Support of CSI-RS reception in two non-contiguous DL subbands” should be part of FG 60-1.
Whether UE supports legacy CSI processing timeline or scaled CSI processing timeline for one contiguous CSI-RS resource allocation across two DL subbands should be reported.
Proposal 4: Configuration 2 for transmission and reception should be defined in a single FG.
Proposal 5: For FG 60-3 and FG 60-4 for SBFD random access operation:
UE supporting SBFD random access needs to support at least Option 1, i.e. 60-3 should be prerequisite of 60-4.
Support of valid RO across SBFD and non-SBFD symbols should be part of FG 60-4.
Proposal 6: Support of PRACH repetition in additional ROs should be single separate FG (e.g., as FG 60-5), without further separation between RACH configuration option 1 and option 2.
Proposal 7: Regarding Msg.3 repetition in SBFD symbols, clarify in FG 60-3/4 Note column that “Note: When a UE supports this FG and FG 30-6, the UE also support Msg.3 repetition in SBFD symbol”.
Proposal 8: For FG 60-7 and FG 60-7a:
Separate configurations of UL muting pattern for DG/Type 2 CG PUSCH and Type 1 CG PUSCH should be part of FG 60-7 and FG 60-7a.
Separate configurations of UL muting pattern for per Type-1 CG PUSCH should be part of FG 60-7 and FG 60-7a.
Reporting type is per band.
Proposal 9: For L1 CLI-RSSI measurement and reporting,
Periodic L1 CLI-RSSI reporting on PUCCH should be included as part of FG 60-8.
Periodic L1 CLI-RSSI measurement resource should be part of FG 60-8.
Supported maximum number of configured L1 CLI-RSSI measurement resources (sum of periodic/semi-persistent/aperiodic) across all CCs should be part of FG 60-8.
Define a separate FG for support of semi-persistent L1 CLI-RSSI measurement resource for aperiodic L1 CLI-RSSI reporting.
Proposal 10: For L1 SRS-RSRP measurement and reporting,
Periodic L1 SRS-RSRP measurement resource should be part of FG 60-9.
Supported maximum number of configured L1 SRS-RSRP measurement resources (sum of periodic/semi-persistent/aperiodic) across all CCs should be part of FG 60-9.

Conclusion
In the previous sections we made the following observations:
Observation 1 Using the same component names or descriptions for contradictory capabilities in different FGs opens for ambiguous interpretations and should be avoided.
Observation 2 RAN1 agreements clearly states that Configuration 1 is used for Msg3 repetitions.
Observation 3 Option 1 and Option 2 target different UE types and therefore, per agreement, a UE is not expected to support both options.
Observation 4 Support for ROs across both SBFD and non-SBFD symbols is a network configuration but should not be a separate UE-capability to avoid capability mismatch.
Based on the discussion in the previous sections we propose the following:
Proposal 1 RAN1 to strive to keep the number of UE-features small for SBFD.
Proposal 2 Include support for DL reception in two non-contiguous DL subbands in component 2 of basic FG 60-1.
Proposal 3 Include support for determination of link direction, i.e., component 2 of basic FG 60-1.
Proposal 4 Include support for separate CSI reports for SBFD and non-SBFD symbols, including the determination of subbands for CSI reporting, in basic FG 60-1.
Proposal 5 Include support for separate UL power control parameters based on unified TCI framework for SBFD and non-SBFD symbols in basic FG 60-1.
Proposal 6 Include support for separate SRS resource set configuration in SBFD and non-SBFD symbols in basic FG 60-1.
Proposal 7 Include support for Configuration 1, including determination of valid symbol type, in the basic FG 60-1.
Proposal 8 Include support for DL partial PRG in basic FG 60-1.
Proposal 9 Include support for determination of transport block size of PDSCH/PUSCH subject to valid symbol type, FDRA in DCI and SBFD configuration, in basic FG 60-1.
Proposal 10 Include support for transmissions and receptions across SBFD and non-SBFD symbols in a single FG for both UL transmission and DL reception in FG 60-2.
Proposal 11 For FG 60-1, change Component name to ‘4. Support of UL transmissions or DL receptions in either SBFD symbols or non-SBFD symbols in different slots’.
Proposal 12 For FG 60-2, change Component names to ‘1. Support of PDSCH reception in both SBFD symbols and non-SBFD symbols in different slots’ and ‘2. Support of UL transmissions in both SBFD symbols and non-SBFD symbols in different slots’.
Proposal 13 For FG 60-2, change consequence description to ‘Transmission and reception in both SBFD symbols and non-SBFD symbols in different slots is not supported’.
Proposal 14 Configurations 1 and 2 does not apply to PRACH or RAR.
Proposal 15 A UE supporting the single RACH configuration needs to support at least Configuration 1 (Alt. 1).
Proposal 16 Support separate FGs for the single and additional RACH configurations.
Proposal 17 Support of a valid RO across SBFD and non-SBFD symbols is a component of the FG for SBFD random access based on the additional RACH configurations (Option 2) (Alt. 1).
Proposal 18 PRACH preamble repetitions and Msg3 repetitions for both the single and additional RACH configurations are determined by the corresponding legacy UE-features for PRACH preamble and Msg3 repetitions.
Proposal 19 FGs 60-8 and 60-9 contain only aperiodic reporting. Periodic reporting is moved to separate (new) FGs.
Proposal 20 Support “Per band” type for all FGs related to UL resource muting and CLI measurement.
Proposal 21 For FG 60-8 delete component 2 “Support of CLI-RSSI measurement resource configured in one UL subband only, in one DL subband only, or across two DL subbands only” according to the latest agreement from RAN1 #120bis.
Proposal 22 FGs 60-8 and 60-9 are not defined with pre-requisite FGs.
