Title:	Possible RAN1 impact on RACH-less HO in TN

Conclusion
In this paper, there are the following observations and proposals.
Observation 1: RACH-less HO is supported for an intra-gNB HO procedure in TN and NTN. RACH-less HO is also supported for an inter-gNB HO procedure in the case on NTN or mobile IAB. 
Observation 2: There were two LS to RAN1 for RACH-less HO, i.e., LS on RACH-less HO for NTN and LS on parameters used for CG-based RACH-less HO, but there was no LS on DG-based RACH-less HO in TN.
Observation 3: Only DG-based RACH-less HO for NTN is specified in RAN1 specification. DG-based RACH-less HO for TN may need some changes in RAN1 specification. 
Proposal 1: RAN2 send LS to RAN1 on RACH-less HO for TN to trigger corresponding discussion in RAN1, if RAN1 did not capture anything for RACH-less HO in TN during the May meeting.
