The following proposals are given:
Proposal 1: Introduce a UE capability to indicate whether UE supports the configuration of servingCellMO for a SSB-less SCell and network would only configure servingCellMO for SSB-less SCell if UE indicate such capability. 
Proposal 2: Discuss and decide since which release we can introduce such a UE capability, Rel-15 or Rel-18.
Proposal 3: Send back the reply LS to RAN4.

Overall Description:
RAN2 have discussed the presence of servingCellMO for SSB-less SCell and the impact on neighbour cell measurements and reached the following agreements:
Introduce a UE capability to indicate whether UE supports the configuration of servingCellMO for a SSB-less SCell and network would only configure servingCellMO for SSB-less SCell if UE indicate such capability.
The agreed CRs are also attached for reference.

RAN2 respectfully asks RAN4 to take the above agreements and agreed CRs into account.

Conclusion
In this contribution, we discussed servingCellMO configuration for SSB-less SCell, and have the following proposals:
Proposal 1: In R18 spec, capture in the conditional presence of servingCellMO that “For SSB-less SCell(s), this field is not present.” In legacy releases, capture in the conditional presence of servingCellMO that “For intra-band SSB-less SCell(s), this field is not present.” Agree the TP in the annex.
Proposal 2: If Proposal 1 cannot be agreed, agree the following spec impacts from Rel-15 and agree the TP in the Annex:
A UE capability is added to indicate whether the UE can support intra-frequency measurements on neighbour cells based on servingCellMO of SSB-less SCell. 
Clarify in the procedure text that that SSB-based serving cell measurements are skipped. 
Clarify in the field description of servingCellMO that the ssbFrequency value is same as absoluteFrequencySSB only when the serving cell is associated with SSB; if the serving cell is not associated with SSB, the carrier frequency indicated by ssbFrequnecy of the corresponding MeasObjectNR, if configured, is within the frequency range indicated by any entry of the scs-SpecificCarrierList.
Update the definition of “SSB based intra-frequency measurements” so that “SSB frequency configured in the measurement object indicated by servingCellMO” is used to determine intra-frequency measurements instead of “center frequency of the SSB of the serving cell”.
Proposal 3: Send an LS to RAN4.
