Conclusion
In this contribution, the prerequisite for SL relay is discussed, and the following proposals are given:
Proposal 1: RAN2 is kindly asked to agree the following:
(Rel17) 31-1 (BC for relay discovery): prerequisite of 31-3 (Basic L2 relay UE)/4(Basic L2 remote UE)/8 (Basic L3 relay UE)/9 (Basic L3 remote UE)
(Rel17) 31-4(Basic L2 remote UE): prerequisite of 31-5(HO to idle/inactive relay UE)
Proposal 2: RAN2 is kindly asked to agree the following:
31-1/31-4: prerequisite of 51-4/51-5
51-5: prerequisite of 51-8/9/15/16/19
51-9: prerequisite of 51-13/14
51-1: prerequisite of 51-2/3/11/12
51-5(remote UE)/31-3(relay UE): prerequisite of 51-18

Proposal 3: RAN2 is kindly agree that 31-5 is not the prerequisite of 51-4. 
Proposal 4: RAN2 is kindly asked to agree that 31-6 is not the prerequisite of 51-4. 
Proposal 5: RAN2 is kindly asked to make a choice between Option 2 and Option 3:
Option 2: make changes to specification (TS38.306) from Rel-17
Option 3: make changes to specification (TS38.306) from Rel-18.
