Conclusions
Proposal-1(38304-3): introduce separate entry/exit condition, i.e., the LP-WUS UE performs relaxed MR measurements when entry condition is fulfilled and stops performing relaxed MR measurements when exit condition is fulfilled.
Entry condition: based on MR measurement results and optional LR measurement results;
Exit condition: based on LR measurement results.
Proposal-2(38304-7/RRC-9): leave the measurement requirement on higher priority frequency to RAN4 discussion, RAN2 only to specify measurement criterion.
Proposal-3: once the entry condition of MR serving cell measurement offloading is met, both MR serving cell and neighbour cell measurements should be stopped.
Proposal-4: do not merge the entry/exit condition of offloading and the legacy threshold for stopping neighbour cell measurement (i.e., SIntraSearchP,Q / SnonIntraSearchP,Q).

Conclusion
RAN2 is requested to discuss and agree to the following proposals: 

Proposal 1: Discuss and confirm the existing ‘working assumption’ of RAN2#127bis, on neighbour cell RRM measurement relaxation, as follows: 
Original WA: For neighbor cell measurement relaxation for UEs capable of LP-WUS, do not define additional MR-based criterion over the R16 criteria. RAN2 assume ‘UE not at cell edge’ is reused, FFS on ‘UE with low mobility’
	
Proposal: For Rel19 serving/neighbour cell measurement relaxation for UEs capable of LP-WUS, UE not at cell edge and UE with low mobility are reused.
Proposal 2: For Rel19 MR serving/neighbour cell measurement relaxation for UEs capable of LP-WUS, the LR-based UE not at cell edge and UE low mobility are supported.
Proposal 3: For Rel19 serving cell measurement (full) offloading for UEs capable of LP-WUS, UE not at cell edge and UE with low mobility are reused.
Proposal 4: For Rel19 LP-WUS, no additional merging of thresholds or functions is required.

Conclusion
In this contribution, we discuss the open issues for RRM measurement relaxation and offloading in RRC_IDLE/INACTIVE. Based on the discussion, we have the following observations and proposals.
Value range of configured threshold (RRC-6)
Proposal 1: (RRC-6) The value range for the threshold on the measured RSRP/RSRP via LR could refer to the absolute measured values for MR. Details could be discussed in the running CR.
Exit condition for RRM measurement relaxation (RRC-7/38304-3)
Proposal 2: (RRC-7/38304-3) If LP-WUS monitoring condition is not merged with Rel-19 serving/neighboring cell RRM relaxation criteria, no need to define a separate exit condition other than ‘not fulfilling the entry condition’ for serving/neighboring cell RRM relaxation.
Merge LP-WUS monitoring condition and RRM relaxation condition/criteria (38304-4)
Proposal 3-1: (38304-4) Merge LP-WUS monitoring entry/exit condition and serving cell RRM offloading if only serving cell RRM offloading is supported in the camped cell or UE only supports serving cell RRM offloading.
Proposal 3-2: (38304-4) Merge LP-WUS monitoring entry/exit condition and Rel-19 serving/neighboring cell RRM relaxation if only Rel-19 serving/neighboring cell RRM relaxation is supported in the camped cell or UE only supports Rel-19 serving/neighboring cell RRM relaxation.
Proposal 3-3: (38304-4) It is up to network configuration to merge LP-WUS monitoring entry/exit condition with serving cell RRM offloading or Rel-19 serving/neighboring cell RRM relaxation if both are supported in the camped cell and UE supports both.
Analysis of the relationship between thresholds for LP-WUR(RRC-8)  
Proposal 4: (RRC-8) The corresponding threshold(s) of entry condition for serving cell RRM offloading should be higher than the threshold(s) of entry condition for R19 RRM relaxation. 
Proposal 5-1: (RRC-8) The threshold of the enter condition for serving cell RRM offloading should be higher than or equal to the threshold to stop neighboring cell RRM measurement, i.e. maximum of {SIntraSearchP, SnonIntraSearchP}.
Proposal 5-2: (RRC-8) The corresponding threshold of R19 neighboring cell RRM relaxation should be stricter than that of R16/17 neighboring cell RRM relaxation. 
Proposal 6: (RRC-8) If merging LP-WUS monitoring and Rel-19 RRM relaxation is not agreed, the threshold of the entry condition for R19 RRM relaxation should be lower than or equal to the threshold of the entry condition for LP-WUS monitoring.
Proposal 7: (RRC-8) If merging LPWUS monitoring and serving cell RRM offloading is not agreed, the threshold of the entry condition for serving cell RRM offloading should be higher than or equal to the threshold of the entry condition for LP-WUS monitoring.
High priority frequency RRM relaxation (RRC-9/38304-7)
Proposal 8: (RRC-9/38304-7) RAN2 assumes:
When the entry condition of serving cell RRM offloading is fulfilled, the measurement on neighboring cells with higher priority frequency could be stopped; 
When the entry condition of serving cell RRM relaxation is fulfilled, the measurement on neighboring cells with higher priority frequency could be relaxed. 
Proposal 9: (RRC-9/38304-7) RAN2 assumes no network indication is needed to control whether to relax/stop the RRM measurement on neighboring cells with higher priority frequency. It can be revisited based on RAN4 progress. 
Neighboring cell measurement relaxation criteria
Proposal 10: (RRC-10/38304-6) Low mobility condition is not needed for R19 RRM relaxation or offloading
Proposal 11: (38304-2) There is no impact on R16 criterion of neighboring cell RRM relaxation for the case when MR serving cell RRM measurement results are not available.
LR thresholds in entry condition 
Proposal 12: Removing the LR based thresholds for all entry conditions for R19 RRM relaxation, serving cell RRM offloading and LP-WUS monitoring.

Conclusion
According to the analysis in Section 2, we propose:
Proposal 1: (RRC-7/38304-3) The exit condition of MR measurement relaxation is only based on LR serving cell quality.
Proposal 2: (RRC-8/38304-4) If Rel-19 RRM relaxation is configured in a cell, LP-WUS monitoring criteria are the same as Rel-19 RRM relaxation criteria. If only serving cell offloading is configured in a cell, LP-WUS monitoring criteria are the same as the criteria of serving cell offloading.
Proposal 3: (38304-1)
- If only Case 1 (i.e., UE supporting LP-WUS reception shall also support RRM measurement relaxation and RRM measurement fully offloading) is supported, UE supporting LP-WUS is used instead of LP-WUS UE in TS 38.304 running CR for LP-WUS;
- If Case 2 (i.e., UE supports LP-WUS reception, but does not support RRM measurement relaxation and RRM measurement fully offloading) is supported, UE supporting MR RRM relaxation and full offloading via LR is used instead of LP-WUS UE in TS 38.304 running CR for LP-WUS.
Proposal 4: MR RSRP threshold in the entry conditions for serving cell measurement offloading should be better than or equal to s-IntraSearchP and s-NonIntraSearchP.
Proposal 5: MR RSRQ threshold in the entry conditions for serving cell measurement offloading should be better than or equal to s-IntraSearchQ and s-NonIntraSearchQ.
Proposal 6: Before entry conditions for serving cell measurement offloading are fulfilled, the UE may follow legacy criteria for stopping MR neighbor cell measurement on intra-frequency, NR inter-frequency cells of equal or lower priority, and inter-RAT frequency cells of lower priority.

Based on the discussion in the previous sections, we provide the following observation and proposals:
Proposal 1: To reuse Rel-16 low-mobility criterion for the entry condition of serving cell measurement offloading to avoid high-mobility UE perform serving cell measurement offloading.
Proposal 2: Measurement results derived from LR can represent serving cell quality for measurement relaxation and serving cell measurement offloading, to ensure alignment and applicability.
Proposal 3: RRM relaxation and RRM full offloading should have distinct entry conditions when configured to operate with LP-WUS. 
Proposal 4: The criteria required for full offloading should be more stringent than those for RRM relaxation.
Proposal 5: For offloading case, whether to satisfy MR neighbouring cell RRM measurement relaxation (i.e., R16 criteria) can be determined by serving cell measurement results via LR.

Conclusion
Proposal 1	No enhancements of Rel-16 relaxed measurement criteria for UEs supporting RRM offloading.
Proposal 2	Do not consider the scenario where RRM offloading and Rel-16 RRM relaxation are configured together without Rel-19 RRM relaxation. 
Proposal 3	If Rel-19 RRM relaxation and Rel-16 RRM relaxation are configured together, Rel-19 UEs performs Rel-19 RRM relaxation only. 
Proposal 4	Specify that the threshold for RRM offloading to LR should always be set higher than S-IntraSearchP in the field description.
Proposal 5	For uplink carrier selection between NUL and SUL, choose one of the following two options:
Option 1. Introduce a LR threshold, e.g. rsrp-ThresholdLP-SS-SUL, that allows UE to select the uplink carrier for random access or SDT based on LR measurements.
Option 2. UE stops RRM offloading and starts serving cell measurement using MR upon initiation of the random access or SDT.
Proposal 6	For initiation of SDT, choose one of the following two options:
Option 1. Introduce LR thresholds, e.g. sdt-LR-RSRP-Threshold, cg-SDT-LR-RSRP-ThresholdLP-SS, and mt-SDT-LR-RSRP-Threshold, that allows UE to determine whether to initiate SDT based on the LR measurements.
Option 2. UE stops RRM offloading and starts serving cell measurement using MR upon initiation of SDT.
Proposal 7	For UEs supporting Rel-18 multicast reception in RRC_INACTIVE and the RRM offloading, choose one of the following two options:
Option 1. Introduce LR threshold, e.g. ThresholdMBS-LR, that allows UEs receiving multicast in RRC_INACTIVE to determine whether to perform RRC resume based on LR measurements.
Option 2. UEs receiving MBS session in RRC_IDLE/INACTVEI do not perform the RRM offloading.
Proposal 8	If EMR is configured for the serving frequency, the UE does not perform the RRM offloading to LR.
Proposal 9	UE does not perform Rel-19 relaxed measurement for frequencies for which EMR is configured.
Proposal 10	Wait until RAN4 completes its discussion on RRM relaxation for high priority frequency in case 3.
Proposal 11	No separate exit condition other than ‘not fulfilling the entry condition’ for Rel-19 RRM relaxation.
Proposal 12	Do not consider the Low mobility criteria for Rel-19 RRM offloading/relaxation.
Proposal 13	Support a unified entry condition for LP-WUS monitoring and r19 RRM relaxation.

Proposal 1: The MR and LR thresholds on serving cell measurement relaxation entry conditions are configured lower than the thresholds on serving cell measurement offloading.
Proposal 2: (38304-6) RAN2 to agree the ‘low mobility’ criterion can be used for Rel-19 neighboring cell measurement relaxation for UEs capable of LP-WUS.  
Proposal 3: (38304-6) If ‘low mobility’ criterion has been agreed to apply for Rel-19 neighboring cell measurement relaxation, same criterion also needs to be applied to the serving cell measurement relaxation.

Conclusion
In this contribution, we discuss the remaining issues on the criteria for RRM measurement relaxation and offloading for IDLE/INACTIVE mode, and have the following proposals:
Reducing the number of LP-WUS related thresholds
Observation 1: The following two cases should not be supported:
UE performs LR measurement and relaxed MR serving/neighbour cell measurement, but does not monitor LP-WUS;
UE monitors LP-WUS, but performs normal MR serving/neighbour cell measurement (i.e., no RRM measurement relaxation).
Observation 2: RAN4 CASE#1 is the RRM measurement behaviors for UEs in center of the cell and RAN4 CASE#3 is the RRM measurement behaviors for UEs near the edge of the LP-WUS coverage
Proposal 1: The threshold(s) for RRM measurement fully offloading (CASE#1) should be higher than threshold(s) for RRM measurement relaxation (CASE#3).
Proposal 2: (38304-4/RRC-8) RAN2 to agree on the following cases for merging the thresholds of RRM measurement relaxation (CASE#3) or RRM measurement fully offloading (CASE#1) with LP-WUS monitoring:
If the network configures the RRM measurement relaxation (CASE#3), the UE can regard the entry/exit condition of RRM measurement relaxation (CASE#3) as the entry/exit condition of LP-WUS monitoring, regardless of whether the RRM measurement fully offloading (CASE#1) is configured. 
If the network ONLY configures the RRM measurement fully offloading (CASE#1), the UE can regard the entry/exit condition of RRM measurement fully offloading (CASE#1) as the entry/exit condition of LP-WUS monitoring.
The exit condition for RRM measurement relaxation
Observation 3: Defining a separate exit condition based on LR measurement has the following advantages:
the LR measurement results is more timely compared with MR measurement results, since RAN4 agreed that the scaling factor for MR RRM relaxation is 16;
with different conditions for exit and entry, the ping-pong issue can be avoided by NW implementation when configuring the conditions and there is no need to define additional hysteresis mechanism.
Proposal 3: (38304-3/RRC-7) The exit condition for RRM measurement relaxation is based on the LR measurement, i.e., when the LR measurement is below a threshold.
The entry condition for RRM measurement fully offloading
Observation 4: In the RRM measurement relaxation case, serving cell measurement by MR is not timely enough to be used for the evaluation of the entry condition of fully offloading.
Proposal 4: If UE is currently in the RRM measurement relaxation case, serving cell measurement by LR is used for the entry condition of fully offloading.
Measurement relaxation for higher priority frequency
Proposal 5: (38304-7/RRC-9) RAN2 to consider reusing the highPriorityMeasRelax to indicate whether the measurements can be relaxed on high priority frequencies during RRM measurement fully offloading (CASE#1). FFS whether it also applies to RRM measurement relaxation (CASE#3).
RRM measurement with low mobility criterion
Proposal 6: (38304-6/RRC-10) The low mobility criteria is not supported for the entry/exit condition of RRM measurement relaxation (CASE#3) and RRM measurement fully offloading (CASE#1). 
Proposal 7: It is up to UE implementation to determine whether to exit LP-WUS monitoring when in high mobility state.
Relationship between the thresholds for Rel-19 RRM measurement relaxation/offloading and legacy neighbor cell measurement condition
Observation 5: There exists unreasonable UE measurement behavior when UE meets the entry condition of CASE#1 under the scenario that the thresholds of the legacy neighbor cell measurement criteria are greater than those of CASE#1.
Proposal 8: (RRC-8) If UE fulfills the entry condition of RRM measurement fully offloading, the UE ignores the legacy measurement rules for cell reselection (i.e., s-IntraSearchP/s-NonIntraSearchP) as described in TS 38.304, to avoid the ambiguity of UE measurement behavior.

Summary
RAN2 is kindly asked to discuss LP-WUS and RRM measurements: 
Observation 1	There can be scenarios where the UE has to measure intra-frequency neighbour cells continuously and these intra-frequency measurements cannot be relaxed.

Proposal 1	RAN2 to wait for RAN1/RAN4 progress whether different thresholds are needed for different WUR types (e.g. OFDM or OOK) or WURs with different receiver sensitivity (e.g. 18 or 13.5 dB).
Proposal 2	The same entry/exit threshold is used for LP-WUS monitoring and serving cell offloading.
Proposal 3	The same entry/exit threshold can be used for LP-WUS monitoring and serving cell relaxation when serving cell offloading is not configured.
Proposal 4	The same threshold can be used for LPWUS monitoring and further neighbour cell measurement relaxation (Rel-19), however with moving UEs in urban environment the area where LP-WUS can be used is then significantly reduced.
Proposal 5	There is no coupling or dependency between LP-WUS thresholds and legacy measurements thresholds (s-IntraSearchP/s-NonIntraSearch). The legacy parameters apply to both normal and LP-WUS UEs and the legacy parameters are not expected to change when LP-WUS is deployed.
Proposal 6	RAN2 to discuss the need for continuous intra-frequency neighbour cell measurements especially for a moving UE in an urban environment and the implications that has on the usability of LP-WUS.
Proposal 7	When Rel-16 neighbour cell relaxation is configured and the LP-WUS entry condition is fulfilled the UE determines based on LR serving cell measurements when “low mobility” and/or “not-at-cell-edge” criterion are no longer fulfilled and the MR has to start neighbour cell measurements again.
Proposal 8	The low mobility and/or not-at-cell-edge criterion are not part of the LR serving cell exit condition, i.e. the UE is allowed to continue offloading the serving cell measurements from MR to LR while the MR is performing neighbour cell measurements.

Conclusions
In this contribution, we discussed the LP-WUS measurement relaxation/offloading in RRC_IDLE/INACTIVE mode, and following are our observations and proposals.
Observations:
Observation 1: Case #2 is a possible case depending on network configuration for various scenarios, e.g. urban environments and rural environments.
Proposals:
Proposal 1: For Case #1 or #2, the entry threshold is equal to or higher than SIntraSearchP.
Proposal 2: The threshold in the entry condition of R19 neighboring cell measurement relaxation should be higher than SSearchThresholdP in R16, and lower than SIntraSearchP.
Proposal 3: When serving cell relaxation and serving cell offloading are configured in one cell, the LR threshold of the entry condition of Case #1 is mandatory.
Proposal 4: The conditions for transitioning from Case #3 to Case #1 can be defined as: MR and LR are above the configured threshold.
Proposal 5: UEs with high-mobility do not perform serving cell measurement offloading.
Proposal 6: Introduced 'low mobility' condition in R19 RRM measurement offloading (Case #1) to determine the measurement period of high priority frequency.
Proposal 7: For case #3, when both Case #3 and Case #1 are configured, the entry condition for serving cell RRM relaxation can be defined as:
Serving cell quality measured by MR or LR is lower than SIntraSearchP but higher than the configured threshold, e.g. RSRP and/or RSRQ; or
Both serving cell quality measured by MR and LR are above the configured thresholds, e.g. RSRP and/or RSRQ(if LR threshold is configured).
Proposal 8: No separate exit condition is needed, and the exit condition can be defined as failing to meet the entry condition.
Proposal 9: For case #3, when both Case #3 and Case #1 are configured, the exit condition for serving cell RRM relaxation can be defined as:
Both serving cell quality measured by MR and LR are higher than SIntraSearchP, e.g. RSRP and/or RSRQ; or
Serving cell quality measured by MR or LR is lower than the configured threshold, e.g. RSRP and/or RSRQ.
Proposal 10: For measurement relaxation of neighboring cell, to avoid mobility risks, the ‘UE with low mobility’ criterion is necessary.

Conclusion 
To avoid ping-pong mode switching, a separate threshold or a hysteresis to the entry threshold can be introduced for RRX relaxation/offloading exit condition. 
Network can configure both of MR and LR threshold as RRM relaxation mode exit condition.
When any of LR or MR measurement is below a threshold configured for exit condition, UE exits from RRM relaxation mode and enters legacy measurement mode.
Reuse existing MR serving cell measurement criterion, i.e. SIntraSearchP/SIntraSearchQ/SnonIntraSearchP/SnonIntraSearchQ) to trigger skipping measurement of intra-frequency and measurements of NR inter-frequency cells of equal or lower priority, or inter-RAT frequency cells of lower priority.
Reuse existing MR serving cell measurement criterion for Rel-16 “not at cell edge” evaluation for inter-frequency measurement relaxation.

Introduction:
For RRM measurement of LP-WUS/WUR, there are too many thresholds including entry/exit condition for LP-WUS monitoring, serving cell measurement relaxation/offloading, and neighboring cell measurement relaxation, which results in challenges for its implementation. Therefore, RAN2 discussed whether/how to reduce the number of thresholds in RAN2#129-bis. This contribution describes our view on this.
Discussion:
In RAN2#129-bis, RAN2 had an offline discussion of whether/how to reduce the number of thresholds based on following Direction1-4 [1][2].
Direction 1: Remove the LR based thresholds for all entry conditions in the above 4 RRM relaxation/offloading and LP-WUS monitoring procedures
Direction 2: Merge the entry/exit condition for Serving Cell RRM measurement relaxation and Neighboring Cell RRM measurement relaxation
Direction 3: Merge the entry/exit conditions for Serving Cell RRM measurement offloading or Serving Cell RRM measurement relaxation or Neighboring Cell RRM measurement relaxation and LP-WUS monitoring
Direction 4: Merge the entry/exit conditions for Serving Cell RRM measurement offloading and the current threshold for stopping neighboring cell measurement
"Above 4 RRM relaxation/offloading and LP-WUS monitoring procedures" in Direction 1 means the following. 
LP-WUS monitoring
Serving cell RRM measurement offloading
Serving cell RRM measurement relaxation
Neighboring cell RRM measurement relaxation
Based on the Direction 2, the following agreement was agreed in the last RAN2 meeting.

The thresholds for entry/exit conditions for LP-WUS/WUR of current agreement can be summarized in the following table.

We further discuss other Directions i.e. Direction 1, 3 and 4.

2.1 Direction 1
Direction 1 is to remove the LR based thresholds for all entry conditions. 
Once the UE transitions to the RRM relaxation/offloading and LP-WUS monitoring procedures, LR-based measurements mainly determine RRM operation. Therefore, to use LP based thresholds is important in order not to use LP based measurement in non-suitable conditions. Specifically, even if the same channel condition, MR-based measurements and LR-based measurements could generate different measurement output because of the measurement method difference and other factors. Therefore, we would like to have the LR based thresholds for all entry conditions in order to control when LR based measurement is carried out by NW.
Proposal 1: Not to remove the LR based thresholds for all entry conditions.

2.2 Direction 3
Direction 3 was not agreed in the last meeting, but following chair's observation was minuted. Therefore, we would like to discuss following Direction 3a and 3b separately.
Chair observation: only one company have strong concern on the following discussion point
Can further discuss Direction 3:
- Direction 3a. merge LPWUS monitoring and serving cell offloading
- Direction 3b. merge LPWUS monitoring and Rel-19 RRM relaxation
The UE behaviour regarding Direction 3a and 3b can be illustrated as the following figures. Direction 3a means LP-WUS monitoring is always performed without MR measurement. Direction 3b means to support the case of LP-WUS monitoring with Rel.19 RRM relaxation in addition to the case of LP-WUS monitoring without MR measurement.

Our view is to support the case of LP-WUS monitoring with Rel.19 RRM relaxation is important as the relation between LR based measurement and MR measurement should be carefully handled in the network. The original cell coverage and planning are based on MR measurement. Then to use MR measurement for controlling the operating condition of LP-WUS monitoring can be aligned with original cell dimension even if/when LR measurement results are different than MR measurement. This also allows for increased opportunity to utilize LP-WUS monitoring as the system. The power saving gain of this case is reduced compared with LR measurement, but the scaling factor 16 agreed by RAN4 would still contribute to reduce the power consumption. 
LP-WUS monitoring with Rel.19 RRM relaxation is removed by 3a but supported by direction 3b. Therefore, we propose the following.
Proposal 2: Not to merge LPWUS monitoring and serving cell offloading and to merge LPWUS monitoring and Rel-19 RRM relaxation.

2.3 Direction 4
Direction 4 is to merge the entry/exit conditions for Serving Cell RRM measurement offloading and the threshold for stopping neighboring cell measurement. The entry/exit conditions for Serving Cell RRM measurement offloading are usually higher than the threshold for stopping neighboring cell measurement. If these are merged, neighboring cell measurement would be required to be carried out even if it is not necessary. This increases the UE power consumption. Therefore, we propose not to take this merge.
Proposal 3: Not to merge the entry/exit conditions for Serving Cell RRM measurement offloading and the threshold for stopping neighboring cell measurement.

Conclusion:
Proposal 1: Not to remove the LR based thresholds for all entry conditions.
Proposal 2: Not to merge LPWUS monitoring and serving cell offloading, and to merge LPWUS monitoring and Rel-19 RRM relaxation.
Proposal 3: Not to merge the entry/exit conditions for Serving Cell RRM measurement offloading and the threshold for stopping neighboring cell measurement.
