Conclusion
Based on the above analysis, we respectively request RAN2 to discuss and agree to the following proposals:
Observation 1.	Knowing whether to expect cancelation DCI can help UE better prepare for changes in its measurement schedule cancelation. 
Proposal 1.	Network can configure/signal whether a MG configuration is enabled or disabled with cancelation. FFS whether by RRC configuration or MAC CE.
Observation 2.	Generally, triggers for UAI do not need to have specific conditions.   
Proposal 2.	[RRC-05] UAI for MG cancelation is initiated when UE has a preference for the cancelation or when it changes its preference for the cancelation. 
Proposal 3.	If a UE is configured with per-FR MG, a UAI for MG cancelation is applicable only to the per-FR MG in the FR where the UAI is sent. 
Proposal 4.	If a UE is configured with concurrent MGs, a UAI for measurement gap cancellation includes the gap ID of the MG that it is intended for.
Proposal 5.	[RRC-06] Transmission of UAI for MG cancelation is regulated by a prohibit timer. UE is not allowed to send a UAI when the prohibit timer is running, or when the prohibit timer is absent or has a value of 0.

Conclusion
According to the analysis in section 2, the following observations and proposals were made:
Observation 1: One way is to follow measurement report triggering, that UE checks the changes of channel quality since previous UAI report, if it’s above a threshold, new UAI is triggered. 
Proposal 1: (RRC-5) UE triggers skipped MG UAI based on the changes of channel quality.
Proposal 2: (RRC-5) Once the skipped MG UAI is triggered, UE can skip the MG UAI report if the ratio does not change compared to the previous report ratio.
Proposal 3: (RRC-5) The network can indicate to UE what ratio can fulfill the delay critical data transmission requirement. And UE can decide whether to report this UAI when the ratio changes.
Proposal 4: (RRC-6) The network configures UE to enable/disable the skipped MG UAI report.
Proposal 5: (RRC-5) Define a new prohibit timer dedicated to skipped MG UAI.

Conclusion
We have the following observations:
Observation 1	RAN4 agreed to define UAI with optional UE capability, and the UAI includes a ratio (R) of gap occasions that is recommended for cancellation during a time period of 1 s.
Observation 2	In legacy, there are generally two types of UAI information, i.e., one or multi-shot assistance information, which depends on whether there is a requirement to frequent update the information.
Observation 3	The ratio/number of occasions that can be cancelled during a time period generally represent the UE capability which doesn’t require frequent updates.
Observation 4	As concluded by RAN1 and RAN4, the RRC configuration for minimum time offset is needed.

We have the following proposals:
Proposal 1	For the UAI with ratio (R) of gap occasions recommended for cancellation, it is triggered only if the UE is configured to provide and has not transmitted before. No subsequent updates are required, and the prohibit timer is not needed.
Proposal 2	For measurement gap skipping, new UE capability will be introduced for DCI-based approach, details pending RAN1/RAN4 further conclusion.

Conclusions
Based on the discussion given above, RAN2 is requested to agree the following proposals:
RAN2 to confirm the contents of the UAI as RAN4 agreed: a ratio (R) of gap occasions that is recommended for cancellation during a time period of 1s. The value range is {0%, 20%, 40%, 60%}.
An RRC message configures whether the UE can provide UAI on ratio of gap cancellation.
A UE capable of providing its preference on ratio of gap cancellation shall initiate the UAI procedure when this information is available upon being configured to do so, and upon change of its preference.
A prohibit timer (e.g. T346x) for UAI on measurement gap cancellation is introduced.

Conclusion
Based on the analysis above, we have made the following observations and proposals:
In the MAC running CR [1], it has already been explicitly captured in three separate cases (e.g., 5.4.2.2 “HARQ process”, 5.4.4 “Scheduling Request”, and 5.14 “Handling of measurement gap”) that the measurement gaps refer to the measurement gaps which have not been cancelled. However, some other cases are missing to be captured.
Proposal 1	To update legacy references of “possible occurrence of measurement gaps” in TS 38.321 §5.1.2 and §5.1.2a on “Random Access Resource selection” by explicitly capturing that measurement gaps should be the measurement gaps that have not been cancelled.
Proposal 2	If the Proposal 1 is agreed, adopt the TP in Appendix 1.
Proposal 3	To update legacy references of “during a measurement gap” in TS 38.321 §5.7 on “Discontinuous Reception (DRX)” by explicitly capturing that measurement gap should be the measurement gap that has not been cancelled.
Proposal 4	If the Proposal 3 is agreed, adopt the TP in Appendix 2.

Observation 2	RAN2 should further discuss and detail the implementation of the UAI for measurement gap cancellation, in line with the agreements reached within RAN4.
Proposal 5	[UE Capability] Introduce an optional UE capability to indicate UE’s support of the UAI used to provide UE’s preference on the ratio of measurement gap occasions for cancellation. A UE supporting this feature shall also indicate the support of DCI-based measurement gap cancellation.
Proposal 6	[RRC-5] If the UE is configured to provide UAI with its preference on the ratio of measurement gap occasions for cancellation, the UE initiates an UAI transmission to provide its preference on the ratio when:
(1) The UE has a preference on the ratio and the UE did not transmit any preference on the ratio since it was configured to provide its preference on the ratio; or
(2) The UE's preference on the ratio changed from the last time UE transmits the UAI to provide its preference on the ratio.
Proposal 7	[RRC-6] Introduce a prohibit timer for the UAI used to provide UE’s preference on the ratio of measurement gap occasions for cancellation.  FFS on the values of this prohibit timer.

Conclusion
In this paper, we have discussed the UAI report mechanism of the measurement gap occasions and the RRC-based measurement cancellation solution. The following observations and proposals are made:
Proposal 1: (Capability Open issue 1) An optional per-UE capability with signaling (e.g. measOccasionRatio-r19)  is introduced to indicate the support of UAI reports related to measurement occasions ratio for measurement gap cancellation. A UE supporting this feature shall also indicate support for DCI-based measurement gap cancellation. 
Proposal 2: (RRC-5/RRC-6) The existing UAI framework is reused for the MG occasions ratio assistance information reporting, including: 
Network can configure whether UE is allowed to report UAI and network can configure prohibit timer for the UAI reporting;
UAI with MG occasion ratio information is triggered if the UE did not transmit a UAI with MG occasion ratio information since it was configured, or if the recommended MG ratio occasion information has changed since the last transmission when the prohibit timer is not running.
Proposal 3: RRC-based solution indicating the occasions where measurement gaps/restrictions should be canceled is supported.

Conclusion
In this contribution, we discuss potential impacts of RRM measurement gap skipping to RAN2. We have the following proposals:
Observation 1: Based on RAN4/RAN1 decisions, new RRC signalling may need to be introduced to enable a restriction of MG skipping, e.g. MG skipping based on DCI is only applicable to specific MG configurations or MG types.
Proposal 1: RAN2 to wait for further progress in RAN1/4 before discussing new configurations, e.g. measurement gap skipping restrictions.
Proposal 2: UE reports within UAI a ratio of gap occasions that is recommended for cancellation during a time period for an MG configuration if the MG confirmation is configured for UAI reporting.
Proposal 3: UE triggers UAI reporting if a recommended ratio of gap occasions changes.
Proposal 4: RAN2 to discuss the introduction of UE capability signalling for the skipping of measurement gaps, e.g. based on DCI indication.
Proposal 5: RAN2 to wait for further progress in RAN4 before discussing semi-static indication-based solutions to skip measurement gap occasions.

Conclusion
The following proposals are made in this: 
Proposal 1(RRC-6): RAN2 confirms the RAN4 LS that a ratio (R) of gap occasions that is recommended for cancellation during a time period of 1 s with value range of {0, 20, 40, 60}% can be reported by UAI. 
Proposal 2(RRC-6): the ratio (R) of gap occasions applies to applies to all active measurement gap(s). 
Proposal 3(RRC-6): Dedicated signalling is used to enable UAI for reporting the ratio of gap occasions that is recommended for cancellation – i.e. it is off by default. 
Proposal 4(RRC-6): RAN2 confirms that per UE capability is defined for reporting ratio (R) of gap occasions recommended for cancellation. 
Proposal 5(RRC-6): the ratio (R) of gap occasions recommended for cancellation may be reported by UAI when: 
the indication of reporting ratio (R) of gap occasions recommended for cancellation is enabled, and 
the ratio (R) of gap occasions recommended for cancellation is available in the UE, and
the ratio (R) of gap occasions value has not been provided to network, or the ratio (R) of gap occasions recommended for cancellation has changed after it is most recently sent to network and

In this contribution, we analyzed the RAN2 impacts to support UAI on gap skipping ratio. The following proposals were made:
Proposal 1: (UE capability-03) Introduce an optional per UE capability for the UAI of recommended gap cancellation ratio.
Proposal 2: (RRC-05) UE reports the assistance information of recommended gap cancellation ratio when the configuration is received or when the assistance information changes since the last report.
Proposal 3: (RRC-05) It is left to UE implementation to decide whether the recommended gap cancellation ratio changes. 
Proposal 4: (RRC-06) A prohibit timer is used to limit frequent transmission of the UAI with recommended gap cancellation ratio.
Proposal 5: RAN2 to wait for RAN4 progress on the granularity (e.g., per FR or per UE) for the recommended gap cancellation ratio.

Conclusion
Remaining issues on RRM measurement gaps/restrictions related enhancements are discussed in this contribution with the following observations/proposals proposed:
Proposal 1: UAI allows the UE to report individual recommendations for the configured measurement gaps.
Proposal 2: the configuration controlling UAI reporting assistance information for measurement occasion consists in configuring the UE to provide its preference for measurement gap skipping ratio and with a value of the corresponding prohibit timer.
Proposal 3: a UE capable of providing assistance information related to skipping of measurement occasions shall initiate the procedure when configured to do so, upon change of the recommended skipping ratio for at least one of the configured measurement gaps, and if the corresponding prohibit timer is not running. 
Proposal 4: support of UAI for gap cancellation ratio is optional with UE capability and RAN2 assumes it is per UE capability unless indicated otherwise from RAN4.

Conclusion
In this paper, we discuss on the details of UAI as agreed by RAN4 to provide gap cancellation assistance information for enabling TX/RX for XR, we have the following proposals:
Proposal 1: The following triggers for UE to initiate UAI procedure could be considered:
upon having a preference or recommendation on the ratio of canceled gap occasions for enabling TX/RX for XR; 
upon change of its preference or recommendation on the ratio of canceled gap occasions.
Proposal 2: RAN2 to introduce the prohibit timer for UE providing gap cancellation assistance information to NW. The maximum value of the prohibit timer could be further discussed.
Proposal 3: RAN2 to introduce the statements for UE initiating UAI procedure related to XR.
A UE capable of providing gap cancellation assistance information in RRC_CONNECTED may initiate the procedure if it was configured to do so, upon having a preference or recommendation on the ratio of canceled gap occasions for enabling TX/RX for XR and upon change of its preference or recommendation on the ratio of canceled gap occasions.
Upon initiating the procedure, the UE shall:
1> if configured to provide gap cancellation assistance information:
2> if the UE has a preference or recommendation (FFS) on the ratio of canceled gap occasions for enabling TX/RX for XR and the UE did not transmit a UEAssistanceInformation message with gapcancellation-Preference (FFS) since it was configuration to provide its preference on the ratio of canceled gap occasions for enabling TX/RX for XR and prohibit timer (FFS) is not running; or
2> if the current gapcancellation-Preference (FFS) information on the ratio of canceled gap occasions for enabling TX/RX for XR is different from the one indicated in the last transmission of the UEAssistanceInformation message including gapcancellation-Preference (FFS) and prohibit timer (FFS) is not running:
3> start the timer with the timer value set to the gapcancellation-PreferenceProhibitTimer (FFS);
3> initiate transmission of the UEAssistanceInformation message to provide the current gapcancellation-Preference (FFS);
Proposal 4: The OtherConfig message with the prohibit timer related configuration could be used to configure UE to provide gap cancellation assistance information.
Proposal 5: RAN2 to introduce a new IE for the gap cancellation assistance information in UEAssistanceInformation message.
Proposal 6: RAN2 to introduce the above statements for UEs actions related to transmission of UEAssistanceInformation message related to XR.
The UE shall set the contents of the UEAssistanceInformation message as follow:
1> if transmission of the UEAssistanceInformation message is initiated to provide gapcancellation-Preference (FFS):
     2> include gapcancellation-Preference (FFS) in the UEAssistanceInformation message;
     2> if the UE has a preference on the ratio of canceled gap occasions for enabling TX/RX for XR:
          3> include canceledpercentGap (FFS) to the value of the ratio of canceled gap occasions which the UE desired; 
     2> else (if the UE has no preference on the ratio of canceled gap occasions for enabling TX/RX for XR):
          3> do not include canceledpercentGap (FFS) in the gapcancellation-Preference (FFS) IE;
Proposal 7: RAN2 to introduce a new optional UE capability signalling, indicating the support of providing gap cancellation assistance information for enabling TX/RX for XR.
